Tax Incentive Reform in St. Louis City

As chair of the Housing, Urban Development and Zoning Committee, I have initiated a study and review of the current tax incentive system. Aldermanic ward based incentive approvals often disregard analysis of incentive necessity and lack long term strategic planning. To ensure both responsible and beneficial incentive use in to the future, we must shift tax incentive authority away from predominant Alderman control. The articles attached discuss the bureaucracy of St. Louis tax incentives and the solutions we must implement to reduce unnecessary incentive use.
